PPG16 Assistance
PPG16 places on developers the responsibility for funding any archaeological work necessary to mitigate the effects of development.
English Heritage will only consider financial assistance towards the excavation, analysis or dissemination of archaeological remains encountered during developer-funding excavation under PPG16 if:
- the archaeology is genuinely unexpected and could not have been predicted
- the archaeology is of strong regional or national importance
- the planning process as set out in PPG16 has been followed
- every effort has been made to accommodate unexpected discoveries within the available resources by prioritising the most important archaeology
Normally we would expect the request for funding to come from the local government archaeology officer with responsibility for the case. In exceptional circumstances the archaeological contractor might apply but in such cases we would still need to seek the opinion of the local government archaeology officer.
English Heritage must be consulted at the earliest possible juncture so that we have an opportunity to shape the archaeological response to unexpected discoveries. We will not consider retrospective applications to cover costs already incurred when we have not been consulted on or agreed to the archaeological response and its cost implications. The first point of contact should be the Inspector of Ancient Monuments in the Regional Team.
