In 1990 the Government published 'Planning Policy Guidance 16 Planning and Archaeology' (PPG16) (Department of Environment 1990). PPG16 established a process for dealing with archaeological remains affected by development. The key element is the presumption in favour of reburial and preservation 'in situ' of significant archaeological remains.
