The Circular 07/09 is supplemented and supported by guidance. This guidance, 'The Protection and Management of World Heritage Sites in England', has been endorsed by The Department of Communities and local Government (CLG) and the Department for Culture, Media and Sport (DCMS).

What does the Guidance include?

  • It explains what World Heritage Sites are in the international and national contexts. 
  • It defines the roles of UNESCO, the World Heritage Committee, the World Heritage Centre, the international advisory bodies, the UK Government, English Heritage and others. 
  • It outlines the role of World Heritage Sites Steering Groups and World Heritage Site Management Plans. 
  • It sets out the importance of the planning system and sustainable community strategies in identifying, protecting, conserving and sustaining World Heritage Sites, their 'Outstanding Universal Value'. 
  • It recommends that World Heritage Sites be included in policies and maps so that they are better represented in regional spatial strategies and Local Development Frameworks. 
  • It explains the need for buffer zones and settings to be included in regional and local plans. 
  • It provides information on where to get assistance.
