This revised guidance, issued initially as a consultation, sets out ways to manage change in a way that conserves and enhances historic areas through conservation area designation, appraisal and management.

This document is based on 'Guidance on conservation area appraisals' (English Heritage 2005) and 'Guidance on the management of conservation areas' (English Heritage 2005) which were published as separate consultation documents. Comments in response to these consultations focused on the adoption of conservation appraisals and management plans within the planning system (which is a matter for local authorities and their communities). The principles of the approach were widely accepted and these documents have been used and referenced frequently in planning policy, development management and appeal decisions since their publication.

There have been significant legislative and policy developments since the consultation documents were published and more changes will follow. For this reason the guidance is a web-based document which provides a single source of information on conservation area designation, appraisal and management which will be revised as necessary on a regular basis.
